In a large bowl, beat with wire whisk oil and sugar.
Add vanilla, lemon zest, almond milk and beat for 1 minute.
Add half of the flour, baking powder, salt and starch, stir until blended.
Add the remaining flour to form a dough.
Scoop spoonfuls of dough on a baking sheet, flatten with your hand.
Cook in moderate oven over high for 10 or 12 minutes, until lightly browned.
Let cool for a few minutes on the plate and then transfer to a rack to finish cooling.
Sprinkle with powdered sugar or lemon icing.
